APAC NAMES HALVORSON DIVISION PRESIDENT FOR APAC-MISSOURI, INC.

| Arlen W. Halvorson has been named division president of APAC-Missouri, Inc., a wholly owned subsidiary of Ashland Inc. (NYSE: ASH). He succeeds Donald G. Mantle who has been given responsibility for all of APAC's asphalt operations in Missouri. The announcement was made by John A. Walker, regional vice president for APAC.

Halvorson has been employed by APAC for seven years. He joined the company in December 1996 as a production manager for APAC’s Arkhola operations in Ft. Smith, Ark., and subsequently advanced through a number of positions of increasing responsibility. He most recently was director of regional support for APAC’s Region III operations, which are located throughout Arkansas, Kansas, Missouri, Oklahoma and Texas. Halvorson is a native of Vermillion, S.D. He is a 1984 graduate of the South Dakota School of Mines and Technology with a Bachelor of Science degree in mechanical engineering. He will relocate from Tulsa, Okla., to Columbia, Mo., in his new position, and will report to Walker.
