UNCERTAINTY IN REGARDS TO DISCHARGE RIGHTS

The national allotment plan presents the number of discharge rights each plant is expected to receive. The final allotment is made by the National Environment Protection Board. The national allotment plan has now been handed over to the EU commission. Approximately 500 plants in the energy sector and the energy intensive industry are included in the Swedish discharge trade. During the trial period of 2005-2007 discharge rights will be limited to a total of 22.9 million tonnes of carbondioxide. The discharge rights trade is a part of the EU’s work towards reducing the amount of discharged carbondioxide and carrying out what was undertaken in Kyoto.
